    Nigeria to Fully Enforce End of Life Vehicle Policy in 2026

    Nigeria will commence full implementation of its End of Life Vehicle (ELV) Policy in 2026 as part of efforts to strengthen automotive waste management, reduce environmental pollution, and stimulate job creation.

    The plan was disclosed in a policy document released by the National Automotive Design and Development Council (NADDC), which confirmed that the 2026 rollout will activate existing ELV and automotive waste recycling regulations nationwide.

    According to the council, the policy will impose responsibilities on vehicle manufacturers, importers, owners, and recycling operators to ensure the proper handling and disposal of old and decommissioned vehicles.

    NADDC said the implementation will be supported by nationwide awareness and sensitization campaigns targeting vehicle owners, mechanics, transport unions, and the general public on the environmental, economic, and safety benefits of ELV recycling. Capacity building programmes will also be introduced to train recycling plant operators and auto technicians on safe and standardized dismantling practices.

    The council added that licensing and certification of ELV collectors, dismantlers, and recycling plants will be carried out in collaboration with the National Environmental Standards and Regulations Enforcement Agency.

    A national data management system will be established to track vehicles, recycling facilities, and trained personnel, while plans are also underway to promote research and development and set up a pilot ELV recycling plant to test operational viability.

    NADDC said the policy is expected to reduce pollution, generate revenue, create employment opportunities, and support the sustainable development of Nigeria’s automotive industry.
