    Ghana’s Lands minister upholds revocation of Adamus Resources’ Limited three mining leases

    The Minister of Lands and Natural Resources in Ghana, Emmanuel Armah-Kofi Buah, has upheld the revocation of three mining leases held by Adamus Resources Limited in the Ellembelle District of the Western Region.

    This brings to an end a review process initiated after the company petitioned against the initial decision.

    The decision follows the submission of the final report of an Inter-Ministerial Committee established to review the company’s petition.

    In April 2026, Mr Buah, acting on the recommendation of the Minerals Commission, revoked Adamus Resources’ Akango, Salman and Nkroful mining leases after inspections by the Commission’s Inspectorate Division uncovered what it described as sustained and material breaches of the Minerals and Mining Act, 2006 (Act 703) and its subsidiary legislation.

    According to the Minerals Commission, Adamus Resources committed several violations, including the unauthorized assignment of mineral rights, with portions of its concessions allegedly subleased to foreign nationals for independent mining operations without prior written approval from the sector minister.

    The company was also accused of mining outside demarcated and permitted areas without an approved Operating Permit from the Chief Inspector of Mines and commencing operations without the required environmental and forestry approvals from the Environmental Protection Authority.

    The review committee further found that Adamus Resources had failed to cooperate with the Interim Management Committee overseeing the mine and had deliberately concealed information and provided misleading data.

    It also identified US$2.56 million in unpaid mineral rights fees, GH¢86.8 million in unpaid royalties and GH¢290.5 million in tax arrears, alongside unexplained variances in gold exports.

    The committee also noted that US$224 million was transferred to related parties abroad between 2020 and 2024, while environmental bonds remained only partially fulfilled.

    Following the final determination, Mr Buah and officials of the Ministry and the Minerals Commission visited the mine to engage key stakeholders, including workers.

    The minister assured them that “the Minerals Commission will ensure uninterrupted operations until a further decision by government has been announced.”

    He further indicated that he would seek an order requiring Adamus Resources to fully and promptly settle its outstanding royalty, tax and other financial obligations to the Government of Ghana.
