G20 leaders have welcomed the Voluntary Infrastructure Investment Action Plan to Accelerate the Deployment of Clean Cooking Solutions, according to the 2025 G20 Summit Declaration.

The leaders highlighted members’ voluntary commitment to establish supportive policies and, where needed, implement reforms to encourage the development and deployment of accessible and affordable clean cooking technologies, fuels, and infrastructure, including LPG. The plan also covers investments in decentralized energy solutions, grid expansion, and enabling policy frameworks.

“We acknowledge the multi-stakeholder action required to accelerate universal energy security, access, and affordability, drive sustainable development, and foster just transitions across Africa,” the declaration stated.

The summit also welcomed the Mission 300 platform, led by the World Bank Group and African Development Bank, to connect 300 million people to electricity in Africa by 2030, alongside other initiatives promoting zero- and low-emission technologies.

Reacting to the development, James Rockall, Managing Director and CEO of the World Liquid Gas Association, described the endorsement as a historic moment for clean cooking access in Africa and the Global South.

“Nearly 2.5 billion people, including four in five Africans, currently rely on hazardous biomass fuels for cooking. G20 members must ensure policy reforms and investments recognize LPG’s unique role in advancing universal energy access, affordability, and a just energy transition,” Rockall said.
